The Vision of the Technical and Vocational Education Authority

The National Program for Technical and Vocational Education allows for the education and development of skills to be systematized in a financially manageable way that is appropriate for the conditions of Afghanistan. This program helps achieve economic and social development goals, creating skilled and self-sufficient Afghan citizens and ultimately raising the standard of living.

The perspective of the Administration is that every Afghan man and woman should be:

  • Muslim, thoughtful, patriotic, accepting of each other, and committed to national unity.
  • Responsible individuals who are law-abiding, lifelong learners, creative, entrepreneurial, and capable.
  • Equipped with the necessary skills to meaningfully participate in nation-building, job markets, and the country's economic cycle.
  • Servant and responsible towards themselves, their families, their homeland, and humanity.

The Objectives of the Technical and Vocational Education Authority

Creating a sustainable technical and vocational education system that supports lifelong learning for youth and adults to become skilled workers in a dynamic job market towards social-economic progress.

Objectives and Responsibilities:

1. Equal participation and vocational education for all: Increasing fair and widespread participation in a secure educational environment that provides flexible and high-quality learning opportunities.

2. Quality and connectivity in employment capacity: Pursuing the provision of knowledge, skills, attitudes, and relevant values, as well as strengthening employment and entrepreneurship in the local and national economy.

3. Lifelong learning and continuity: Creating coherent and related learning pathways when providing educational services in collaboration with the world of work.

4. Organizational development and management strengthening: Preparing and creating general policies, guidelines, and operational criteria, specifying clear criteria for the number of employees and vocational school teachers, but most importantly implementing them can result in significant budget savings and quality improvement.

Objectives of Technical and Vocational Education Authority:

1. Access and fair and widespread participation in technical and vocational education for all: increasing equal and widespread participation in technical, vocational, and literacy education by providing quality learning opportunities for youth and adults in the country, especially women and girls.

2. Quality and relevance of formal technical, vocational, and literacy education to increase employability: students at all levels acquire relevant knowledge, skills, attitudes, and values to become responsible, constructive, and healthy citizens as well as equipped with the ability to work and create jobs in the local and national economy.

3. Connection with the world of work and coherent learning paths for lifelong learning: creating coherent learning paths and educational services in collaboration with the world of work to support career advancement through lifelong learning and the development of skills from the apprentice level to higher vocational education.

4. Capacity building of technical, vocational education management for better implementation: Technical, vocational, and literacy education management adopts mechanisms and workflows for providing transparent, cost-effective, efficient quality technical, vocational, and literacy education that is responsive to the needs of students and the labor market.
